I want to find college in minnesota for masters which don't need any gre or ielts score...

Hello, Minnesota State University or any other college in rural area is one but it depends on what subject/major you are trying to get into. You won't need GRE for some majors but not all. Again, lot of it depends on your major, where you did your bachelors and so forth.
