If you are planning to make personal site....Just buy an hosting with Control panel and install wordpress, lot's of themes/templates are available for free. You can have great websites for free...

for free site hosting you can go to www.0catch.com (0=zero)
for free domain name, if u have someone there in Nepal, then go to mos.com.np, and fill the form there to make a domain of ur own on com.np domain. Ask nyone u know to send ur nagrikta and other documents req by mercantile in their office else u can fax them too. They will ask for the hosting DNS which u can get from 0catch.com, while registering urself.
