ABSTRACT

Arsenic contamination of groundwater is a major concern on a global scale. It is the most challenging health hazard in Bengal delta plain including Bangladesh, India and Nepal. Arsenic is present in groundwater mainly in inorganic forms, arsenate,H2AsO4- [As(V)] and Arsenite, H3AsO3[As(III)]. Arsenic is assumed to desorb from the surface of Fe(OH)3 when the reducing environment exists in the aquifer. The objective of this study is to emphasize the application of mass transport equation to simulate transport processes of arsenic and other background species by coupling with groundwater flow equation and conceptual model assumed above. The case studies of chemical analysis of arsenic in spring water was carried out to know the behavior of arsenic species to test the validity of conceptual model. Arsenic detection technique by using Hironaka’s Kit was employed for the chemical analysis. Arsenic is liberated as arsine, AsH3, by NaBH4 and Vitamin-C in a Test tube type Gutzeit generator. The generated arsine is passed through 10 mm I.D.-disk test paper. The generated arsine produces a yellow-brown stain on test paper impregnated with mercuric bromide or silver nitrate. The developed color of the stain is roughly proportional to the amount of arsenic (III) present.

Lease the entire country to another corporation or a country.
Suspend democracy until the Nepali people are ready for it.
Run a country like a corporation.

Instead of blaming for others regarding the current situation of Nepal we should start blaming ourself. As nepali we neplease people really never thought about Nepal instead we all thought about ourselves. Honestly we nepali are selfish people. We might blame for the situation of nepal to political parties and it's leaders but think about it who made those people the leaders of the political parties. The best possible Road Map for Peace, Development, Democracy to - Nepali 7 political parties, Maoist and Kings as well as Corrupted Nepali Government Officials.

(1) Amendment to old Nepali constitution:
Nepal constitution is not democratic in term of culture and religion. It must make democratic for all. Therefore, implementation of democracy was wrong at the beginning.

(2) Amendment to Royal power, rule and regulation:
Royal families have power beyond and above the law and constitution. No one must be above the law and constitution. That is the reason mis-use of law and constitution. Royal family must be like Britain. It is good for Royal family and it is good for Nepali politics.

(3) Amendment to Nepali Election Systems:
In election, Prime-minister or Supreme President must not have more than 2 term nomination or elect. 1 term must be at least 4 years term. Election like presidential election of USA. If prime-minister is not good, he or she must go by 2nd term election. So Nepalese crooks politician like Girija, Madhav, Sury Bahadur Thapa must not practice politics in Nepal. We had enough with them.

(4) Amendment to Nepali Law and Justice Systems:
Nepali law and justice systems must provide protection to woman, children and natural (environmental protection). Criminals or perpetrators must get hard punishment in their crimes (corruption). Like capital punishment or life long jail terms.

(5) Amendment to Nepali Employment, Education and Government Systems:
All Nepalese races people must get equal opportunities in employment, education and government systems. That would be a sign of true democracy. But it did not happen since 80 Years in Nepal. Result of that the democracy failed so many times in Nepal. These matters must be balance or equal for good for all very seriously and urgently.

(6) All 7 political parties, Maoist, King and Corrupt Nepali Government Officials must give their selfishness and self-profitability. All must come to main stream where country will be peace, democratic and move toward development in fast past. Because right now, All groups are running behind in their self-profits.

You know what, no matter whatever kind of tough laws are bought or nomatter how the existing laws are amended, it comes down to one simple thing.

Will those laws and amendments(to the laws) be sincerely implemented ?

The most serious problem of Nepal is not the abscence of laws but the absence of implementation of those laws. Tough laws and amendments to those those laws will have no effect until they are sincerely implemented.

In Nepali, Law, Order, Rule, Regulation have Too many loop wholes....

All of the three principal players in Nepal- Political Partieis, Maoists and Monarchy have seemingly enough unrighteous political issues/causes to ‘justify’ their action, relevance and existence (that might be the reason why they are termed as contemporary three forces of Nepal!).

Essence of human rights, freedom of expression, multiparty democracy, independent judiciary etc. are the enough political issues which could not be out rightly rejected even by “autocratic” King and “totalitarian” Maoists in 21st century. That’s why we see Prachanda/Baburam and King preaching us “Democracy”.

This is to suggest that when all these essences are curtailed or abrogated by King in the cities (20% of Nepal) and by Maoists in the villages (80% Nepal) there always lies the relevance of peaceful protests and agitation by political parties. Well! The irony is that though they claim to be fighting for the causes of democracy they themselves w/are never true democrats by any means. They need to practice true intra-party democracy before they vow to fight against autocratic King. They never realize that their selfish and anti-people attitude resulted in Maoist problem and eventually gave berth of another tyranny- KG.

Maoists always try to justify their never justifiable ‘War against Nation’ saying that their war is against feudal system and for the salvation of the poorest of the poor including substantial indigenous populace of Nepal. The irony is that it looks like 99.99% of the individuals that were killed were not feudalist at all. They have committed sufficient crime that their core leaders would clean their hands stained with blood of innocent and poor fellow Nepalese. I doubt even if they come to public the soul of the innocent dead will hunt them and bring them to their graveyard sooner or later.

King tires to justify his autocratic move on his own way saying that he needs 3 years of autocratic regime to bring back true democracy so that corruption and misdeeds of the leader could never be repeated. The biggest irony is that he is the most unnatural, accidental and illegitimate head of the state that Nepal has ever witnessed. He was never expected by any Nepalese to be the King of Nepal. He was not selected by the representatives of Nepal. His kingship is the result of massacre of Late King B in unusual and unbelievable circumstances. He is above the Law and has freedom not to be accountable to Nepalese citizens. He has the most notorious and hated son. By no means, a King could be a true democrat but KG is destined to establish true and functional democracy.

We are going through extremely difficult situation where majority of Nepali don’t have an option to choose a credible national force that ensure their well being and freedom. There is nothing more than to hope it that in near future new leaderships with vision and national program to adequately address regional and socio-economic problems will emerge out and they get established within Parties lead the Nation.

These discussions and these road maps are not going to help.
Change comes by revolution and revolution requires blood... we can not develop when our ruling elite is trapped in 15th century...

Sadly 13000 people have already died... if we had had a major revolution we would have brought change with lesser loss of life... people prefer to die slowly one by on rather than in a revolution... अब कांग्रेस लगायत सबै राष्ट्रिय दल जनआन्दोलन, संविधान र संसद्प्रति प्रतिबद्ध र इमानदार रहनैपर्छ । जनआन्दोलन फेरि पनि सम्झौतामै गएर टुङ्गएि लोकतन्त्र होइन, मुलुकमा शासनभन्दा कठोर निरंकुशतन्त्र लादिन सक्छ । ०४७ को संविधानलाई कसैले संसारकै उत्कृष्ट भन्लान्, भने पनि । साँच्चै यो उत्कृष्ट थियो भने किन आज निष्त्रिmय भयो ? संविधानमा कम्तीमा ४ वटा कमजोरी देखिए ः प्रस्तावनामै संविधानमा संशोधन हुन नसक्ने ४ बुँदा राखिनु, राजालाई सेनाको परमाधिपति पद दिनु, धारा १२७ को स्पष्ट व्याख्या नहुनु, श्री ५ ले वा श्री ५ बाट भन्नेजस्ता शब्दको प्रस्ट व्याख्या नहुनु । यसले राजालाई प्रशस्त खेल्ने ठाउँ दियो, जसको फाइदा पुनर्उत्थानवादीले लिँदै गए । अर्काे संवैधानिक कमजोरी थियो राजसभा, जसको आवश्यकतै थिएन ।

जनता दलहरूको आह्वानमा भन्दा पनि आफ्नै भविष्यका लागि अन्तिम लडाइँ लड्न तत्पर हुनुपर्छ । यो लडाइँपछि प्राप्त अधिकार प्रयोग गर्न तिनले दलहरूलाई निम्न अनुशरण गर्न बाध्य पार्नु पर्नेछ ः

१. अबको संविधानमा राजाको अधिकार शून्य हुनुपर्छ । राजा सैन्य प्रमुख होइन, संसद् बनाइनुपर्छ । संविधानमा अपरिवर्तनीय प्रावधान राख्नुहुन्न । राष्ट्रिय गान जनताको नाममा समर्पित हुनुपर्छ । अस्पष्ट धारा राखिनुहुन्न । राजसंस्था सेरेमोनियल बनाउनुपर्छ । राजपरिवारमा राजा, रानी र युवराजमात्र हुनुपर्छ । यिनका रेखदेख र खर्चबर्च, सुरक्ष्ाा सबै प्रधानमन्त्रीभन्दा १० प्रतिशतमात्र बढी हुनुपर्छ । यिनलाई करको दायराभित्र पार्नुपर्छ । संविधानमै ०१७ सालदेखिकै भ्रष्टहरूलाई -आर्थिक, राजनीतिक र सामाजिक सबैमा भ्रष्ट) कडा कारबाही गर्ने स्पष्ट व्यवस्था हुनुपर्छ ।

२. संविधानमै सांसद अनैतिक हुनबाट रोक्न ऊ चुनिएको दलको निर्देशन वा ह्विप नमान्नेलाई तुरुन्त पदमुक्त हुने व्यवस्था गर्नुपर्छ । बहुमत दलबाट प्रधानमन्त्री बनाई संसद् बाहिरका मन्त्रिपरिषद् निर्माण गर्नुपर्छ । जसबाट चुनावमा हुने गुण्डागर्दी, पैसाको खेल रोकिन गई जनपि्रय व्यक्तिमात्र जनप्रतिनिधिका रूपमा निर्वाचित हुनेछन् । साथै बढीमा २५ जनाभन्दा बढी मन्त्रिपरिषद् हुनुहुँदैन । सांसद संख्या १ सय ५ मा झार्नुपर्छ, राष्ट्रियसभामा २५ जनामात्र रहनुपर्छ ।

३. बहुमत प्राप्त सरकारले संविधानमा रहेको अधिकारलाई मुलुकको हितका लागि लगाउन आफूले पाएको अधिकारको दुरुपयोग नगरी विकास निर्माणमा मात्र लगाउनुपर्छ । प्रधानमन्त्री हुनेले त्यस्ता मानिसलाई मात्र मन्त्रिपरिषद्मा राख्नुपर्छ, जुन व्यक्ति सम्बन्धित मन्त्रालयको पूर्ण जानकार रहुन् । भ्रष्ट भनी गन्हाएका वा पूर्वकर्मचारी वर्गबाट मन्त्रिपरिषद्मा ल्याउन नपाउने व्यवस्था गर्नुपर्छ । मन्त्रिपरिषद्मा रहने व्यक्ति पूर्णरूपमा संसद्प्रति जवाफदेही हुनुपर्छ । प्रधानमन्त्रीप्रति अविश्वास राख्न सम्बन्धित पार्टीको संसदीय दलको स्वीकृतिबाट मात्र पाइने व्यवस्था गर्नुपर्छ । अविश्वासलाई साधारण बहुमतबाट पारित गर्न सकिने व्यवस्था गरिनुपर्छ, जसले गर्दा प्रधानमन्त्री आफ्नो पार्टी र प्रतिपक्ष्ाबीच सधैं लचिलो रहन बाध्य हुनेछ ।

४. मुलुकलाई ३५ जिल्लामा परिणत गरी अहिले भइरहेका गाविसलाई दोब्बर बनाउनुपर्छ । काठमाडौं उपत्यकालाई एकमात्र महानगर बनाई स्वायत्त शासन अधिकारबाट सञ्चालन हुन दिनुपर्छ । ३ सांसद क्ष्ाेत्रभित्र पर्ने तर जिल्ला विकास अन्तर्गत नराखी स्वतन्त्र क्ष्ाेत्र घोषित गरिनुपर्छ । कारण गाउँमा जागृति नआएसम्म देश विकासको लहर आउन सक्तैन । जति सानो गाउँ हुन्छ, त्यतिमात्रामा जनसहभागिता बढ्छ र विकास निर्माणमा सक्रियता प्राप्त हुँदै जान्छ । जिल्लाले त्यसको समन्वय गर्छ । जिल्लाको प्रतिनिधिलाई जिल्लाका विकास निर्माण गर्न सम्पूर्ण अधिकार प्रत्यायोजन गर्नुपर्छ । राष्ट्रियस्तरका बाहेक जिल्ला वा गाउँस्तरीय योजनालाई केन्द्रीय सरकारले बजेट विनियोजन नगरी सोझै जिल्लामा एकमुष्ठ रकम विनियोजन गर्नुपर्छ ।

प्रत्येक जिल्लामा कम्तीमा एक अर्ब रुपैयाँ विनियोजित गर्नुपर्छ । विनियोजितमध्ये १० प्रतिशत रकम सम्बन्धित जिल्लाका सांसदको स्वकीय हिसाबले विकास निर्माणमा खर्च गर्न पाउने र बाँकी रकम जिल्ला परिषद्को निर्णयले गर्ने व्यवस्था गरी अधिकार विकेन्द्रीकरण गर्नुपर्छ । केन्द्रीय सरकारले चाहिँ बजेटको ५० प्रतिशत राष्ट्रिय प्राथमिकता प्राप्त योजनामा लगानी गर्नुपर्छ । अब बन्ने सरकारले पहिलो कार्य कर्मचारीमध्येबाट ५० प्रतिशत कटौती गरी कार्य सुभारम्भ गर्नुपर्छ र बाँकी रहेका सक्ष्ाम कर्मचारीको तलब-भत्ता दोब्बर गरिनुपर्छ । कर्मचारी भन्नाले प्रशासन, सैनिक र प्रहरी सबैलाई समेट्नुपर्छ ।
