What should be the minimum salary for H1B renew?

Is there any problem to renew the H1B visa with the same salary that the H1B was approved last time (3 yrs ago) ?

I went to flcdatacenter.com and browse the H1B salary for my state. I have salary less than the level I, but in this salary my H1b was approved before (from premium processing).

Any problem to renew H1B due to low salary ?

and also if i can get the H1B approved on this salary, how is the possibility to approve labor certification while filing green card ?

LCA and Labor certification is same?

The labor department does a market survey and determines a minimum salary for each job post. So, if your salary was higher than the minimum salary 3 yrs ago, then may be it is still above the minimum salary. But if your salary is below the minimum salary now, the labor department will inform your employer that your salary is below the required amount. Then, it'll be up to your employer whether to lay you off, or increase your salary and go ahead with the H1B reinstatement application.
